Published in its first form in 1989 and presently residing within the Vendor Self Service portal, the West Virginia Purchasing Bulletin advertises state government bidding opportunities to the vendor community. Known as solicitations, these public posts give all private-sector entities an opportunity to participate when the State of West Virginia needs goods or services from external sources. All published bidding opportunities (solicitations) are for goods and services out for competitive bid by West Virginia state agencies and are updated regularly.
Typically, the West Virginia Purchasing Bulletin is used to advertise all competitive purchases expected to exceed $20,000, however, a state agency may also include lesser-value solicitations if they choose. Additionally, state agencies may use Vendor Self Service to publish grant funding opportunities
